I'm running some tests on this, and both statements are somewhat true. But chasing after the remaining 20% of results (consistent naval supremacy in any/all regions) is just a black hole of resources for relatively little gain. You can get 80% of the results with 20% of the effort (in this case naval mines->allow for naval invasion). Navies in HoI4 are a classic example of the Pareto Principle. Since controlling the deep ocean isn't particularly helpful, it's usually not worth investing in these.
It's nearly impossible to stop the enemy from destroying lots of your convoys with the way naval battles currently work, so either import ~twice as many resources as you actually need, or just skip naval trade routes altogether.
